Details: Melvin Edward Mays is wanted for conspiracy to commit terror on behalf of Libya. He was also a member of the El Rukns street gang in Chicago. The gang conspired with the government of Libya, agreeing to commit crimes in Chicago in exchange for money. In an undercover sting operation, Mays purchased an anti-tank weapon called a "law rocket" which had been secretly outfitted with an electronic tracking device. This device led FBI agents to an El Rukns-owned apartment building, where several high-powered illegal weapons were discovered. Five members of the gang were arrested and convicted on terrorism charges. However, Mays vanished and has not been seen since 1986.
Extra Notes: The case was featured as a part of an FBI Alert in the September 27, 1989 episode, along with Robert Dennie and Leslie Isben Rogge.
He was also featured on America’s Most Wanted.
The "El Rukns" gang were also featured in the Steve Shores case.
Results: Captured. In March of 1995, Mays was arrested by the FBI in Chicago. He was charged with forty counts of conspiracy to commit terrorist acts. He was convicted and sentenced to forty years in prison.
